Announcement on Adjusting the Method for Querying Certification Certificate Information
To Certified Organization and Relevant Parties:
Recently, the State Administration for Market Regulation (SAMR) and the Certification and Accreditation Administration of the People's Republic of China (CNCA) jointly issued the "Announcement of the SAMR on Strengthening the Management of Certification Information Reporting and Certification Certificate Information Query" (No.28 of 2026, hereinafter referred to as "Announcement No.28"), which shall come into force on September 30,2026. Announcement No.28 establishes clear distinctions and standardized requirements for the channels available for querying certification certificate information; its core requirement is to reinforce the primary responsibility of certification bodies, and to specify that queries for certification certificate information shall primarily be conducted through the certification bodies themselves.
In order to comply with the requirements set forth in Announcement No.28 and to ensure that all relevant parties can accurately and conveniently verify the validity of certificates, this institution hereby announces the following adjustments to the methods for querying certification certificate information:
I. Adjustments to Inquiry Channels
Effective from September 30,2026, the certification certificates issued by this institution shall be publicly disclosed and made available for inquiry in the following manner:
1. Certificates issued in accordance with the unified certification rules of the Certification and Accreditation Administration of the People's Republic of China
The general public may conduct inquiries via the official website of this institution and the official website of the Certification and Accreditation Administration of the People's Republic of China (the National Certification and Accreditation Information Public Service Platform).
2. Certificates issued in accordance with certification rules independently established by this organization
According to the provisions of Announcement No.28, the public access channel for querying such certificates is the official website of COTECNA-KAIXIN (URL: www.cotecna-kaixin.com). The official website of the Certification and Accreditation Administration of the People's Republic of China will no longer provide a query portal for such certificates.
II. Relevant Notes
1. Validity of Certificates Remains Unchanged: This adjustment pertains solely to the change of ownership of the channels for certificate information inquiries; it does not affect the legal validity of the certificates themselves. All certification certificates previously issued by this institution shall remain valid throughout their respective validity periods, and both the certification conclusions and the legal validity of such certificates shall remain unaffected by this adjustment.
2. Authority of Official Institutional Website Inquiries: The institution assumes responsibility for the authenticity, accuracy, and completeness of the certification information it provides. Through its official website, the institution offers the general public a free, real-time, and convenient means to verify the validity of certification certificates.
3. Regarding situations where information cannot be found on the Certification and Accreditation Administration of the People's Republic of China (CNCA) website: Due to differences in certificate types, some certificates may not have relevant information available on the CNCA website. This falls under the classification of "normal channels" as stipulated in Announcement No.28; such absence does not imply that the certificate is invalid, nor does it indicate any irregularity in the qualifications of our institution. Please do not rely solely on this fact as the sole basis for determining the validity of a certificate or the status of our institution's qualifications.
Our institution will strictly comply with applicable laws, regulations, and regulatory requirements, and continue to provide standardized and professional certification services. We appreciate your understanding regarding any inconvenience caused by changes to our inquiry channels.
