Announcement on Strengthening the Management Requirements for Service Certification

Dear Certified Organizations and Relevant Parties:

To implement the requirements of the "Guiding Opinions on Standardizing Service Certification" (Guo Ren Jian Fa [2026] No. 3) issued by the National Certification and Accreditation Administration, ensure the standardized and orderly conduct of service certification by our institution, and enhance the quality and credibility of certification, the following management requirements for service certification of our institution are hereby announced:

I. Standardized Implementation of Certification Activities
1. Our institution will strictly carry out service certification in accordance with the service certification rules, taking into account both the assessment of service characteristics and the review of service management, with a focus on evaluating the actual effect of services and customer experience.
2. Our institution will reasonably arrange the number of on-site review days for service certification and report the review plan. For initial certification, the number of on-site review days (including at least the assessment of service characteristic requirements and the review of service management requirements) shall be no less than 2 person-days. For fields such as "accommodation services; food and beverage services" and "scientific research services", the number of on-site review days shall be no less than 3 person-days. The number of person-days for the assessment of service characteristic requirements should not be less than that for the review of service management requirements, and should be commensurate with the workload.
3. All review personnel shall possess professional capabilities in the corresponding fields. Trainee reviewers shall not conduct review work independently. On-site reviews shall strictly implement the "certification to" sign-in management.

II. Cooperation of Certified Organizations and Protection of Their Rights and Interests
1. Certified organizations are requested to arrange key personnel to attend the opening and closing meetings and introduce the organization's service operation and management, as well as the certification preparation situation.
2. Certified organizations are requested to provide on-site genuine and valid service management documents, including service standards, service work manuals, and service normative documents. Before the closing meeting, the on-site review conclusion shall be confirmed.
3. Our institution resolutely prohibits the purchase and sale of certificates, false certification, and certification beyond the scope. We will voluntarily accept supervision from all parties and maintain a fair and just certification order.

III. Other Matters
This announcement will take effect from the date of its release. Our institution will continue to optimize the service certification process and enhance professional service levels in accordance with the relevant regulations of the national certification and accreditation.
