BCI Compliance Guide: BCP System Essentials & Transaction Risk Prevention

As a BCI-accredited certification body, we recognize that the BCP Trading Platform is a core tool for enterprises to achieve supply chain transparency and fulfill their sustainable development commitments. In accordance with the requirements outlined in Section 3.1 "BCP Access and Inventory Management" of the BCI CoC MAC v1.2 Standard, enterprises must strictly adhere to the system operation guidelines upon obtaining certification; failure to do so may expose them to the risk of their transactions being rejected or canceled. This article, in line with the standard's requirements, identifies key operational considerations for enterprises to support efficient and compliant management practices.
 
I. BCP System Implementation: Certification is the prerequisite; accuracy is the baseline.
Eligibility Criteria: Enterprises or facilities may only obtain access to the "Physical Good Cotton Trading" inventory module within the BCP system after obtaining BCI certification.
Data authenticity: All transaction information entered into the BCP must be accurate and fact-based; fraudulent or incorrect reporting is strictly prohibited.
 
II. Transaction Timeliness: "Time Red Line" for Three Types of Operations
BCI has established clear time limits for transaction entry, confirmation, and cancellation; exceeding these time limits may trigger automatic system locking or impose disciplinary penalties. Enterprises should pay particular attention to the following key time-sensitive stages:
 
Type of Transaction Time-Bound Requirements
Procurement Transaction Confirmation Confirmation shall be completed within 60 calendar days after data entry.
Sales Transaction Entry Complete data entry within 60 calendar days from the shipment date.
Transaction Cancellation Request Submit within 30 calendar days after entering the transaction into BCP.
Special note: For "traceable physical transactions," confirmation in the system may only be made after the buyer has actually received the goods.
 
III. Handling of Exceptional Circumstances: Application for Extension and Data Correction
Time-bound exemption application: If it is impossible to carry out the operation on time due to force majeure (e.g., natural disasters or system failures), please submit a written explanation via the "Exemption Application Form" to the BCI Compliance Team (compliance@bettercotton.org); the deadline may be extended only upon approval.
Data Correction Authority: BCI reserves the right to correct, cancel, or reject abnormal transactions. Enterprises are advised to conduct regular self-checks of their BCP data and, upon identifying any errors, to proactively contact BCI for correction to avoid incurring passive penalties.
 
IV. System Configuration Responsibility
The initial configuration of the BCP system (e.g., account permissions, activation of the inventory module) is handled by BCI; the enterprise does not need to perform these steps itself.
 
V. Action Recommendations for Enterprises
Develop internal SOPs: Create a BCP Operating Manual that clearly defines the responsibilities and timeline milestones for the procurement, sales, and finance departments;
Set up an early warning mechanism: Configure a reminder 7 days before the transaction deadline within the ERP or calendar system to prevent overdue transactions;
Maintain complete documentation: All contracts, invoices, and logistics documents related to transactions must be retained for BCI review.
