How to Issue a Compliant Transaction Certificate (TC) for TE Products with Multiple Standards?
For those working with TE transaction certificates, a common challenge arises: when a product meets multiple TE certification standards and customers require all specifications to be included in the TC certificate, how should it be issued to comply? Today, we clarify the issuance guidelines for TC certificates for multi-standard products based on TE's official ASR-104-V3.1 "Transaction Certificate Policy."
1. For multi-standard TC, there are currently only two compliant issuance methods
Option 1: Combine multiple standards on the same TC
Prerequisites: The factory's Scope Certificate is a multi-standard integrated certificate that includes two or more TE standards. For example, a single certificate may contain combinations such as OCS+GRS or RWS+RCS.
Precautions: In multi-standard combined TC, each listed standard must correspond to the actual product composition; it is strictly prohibited to list empty standards or engage in false association.
Option 2: Treat each standard separately and issue independent TC documents
Prerequisites: The factory holds multiple independent scope certificates for each certification standard, with each certificate being separate and non-overlapping. For example: one RWS scope certificate and one RCS scope certificate.
Important Notes: Independent TC certificates are issued for each standard. Multiple independent TCs must mutually reference each other's certificate numbers and be strictly linked; none may be omitted. Label classification should be determined comprehensively based on all associated TCs, not solely by any single one.
2. Industry Trends: The new Materials Matter Standard has been introduced, streamlining the multi-standard certification process
The current series of outdated standards—GRS, RCS, RWS, RAS, and RMS—will be fully integrated and upgraded into the Materials Matter Standard (MMS), a unified compliance framework for all materials. This new standard comprehensively covers all categories of recycled materials, organic materials, wool, and down, while incorporating multidimensional requirements including environmental regulation, chemical compliance, production emissions, social responsibility, and animal welfare. Upon implementation, companies will no longer need to obtain multiple certificates under separate standards; a single MMS certificate combined with a TC transaction certificate suffices to meet all category-specific compliance requirements, significantly streamlining the certification process.
