Announcement on Implementation Plan for Revision of Certification Standard SY/T 6276-2025

Respected certified organizations and relevant parties:
 
The National Energy Administration issued SY/T 6276-2025 "Health, Safety and Environment Management System for the Petroleum and Natural Gas Industry" on September 28, 2025, which came into effect on March 28, 2026, replacing SY/T 6276-2014. To ensure smooth implementation of the standard upgrade for HSE-certified clients, Beijing Cotecna Kaixin Certification Co., Ltd. (hereinafter referred to as BCK) has arranged the following measures:
 
I. Conversion Timeline Requirements
1. Starting from June 1, 2026, BCK will begin accepting conversion applications for certification under SY/T 6276-2025 "Health, Safety and Environmental Management System for the Petroleum and Natural Gas Industry," as well as initial certification/re certification applications for the updated standard.
2. Starting from June 1, 2026, applications for initial certification/re certification under the SY/T 6276-2014 standard will no longer be accepted.
3. From June 1, 2026 to May 31,2027, certified organizations may transition to the new standard by undergoing re-certification, supervisory audits, or specialized audits.
4. By May 31,2027, all certificates issued in accordance with SY/T 6276-2014 must complete version updates; certificates that fail to do so will be revoked. Applicant/certified organizations are advised to implement the Health, Safety, and Environment Management System (HSEMS) in compliance with SY/T 6276-2025 at an early stage and allocate appropriate time for application and review processes.
5. All departments of BCK shall conduct the review for implementing the new version of standards in accordance with its requirements and implementation schedule.
 
II. Conversion Method
Alternative methods for certification conversion in accordance with the SY/T 6276-2025 standard:
1. Update the version in conjunction with routine supervision and audits
2. Update the certification version in conjunction with the re-certification review
3. Apply for special review regarding version replacement arrangements
 
III. Review Time for Conversion
1. Conversion during re-certification review does not increase auditor hours.
2. When conducting conversions in conjunction with supervisory audits, an additional audit time of no less than 0.5 person-days shall be added to the specified auditor days.
3. When using the specialized conversion review method, the number of review person-days shall be no less than 1 to ensure the effectiveness of the standard conversion review.
 
IV. Recommended to Certified Organizations on Preparations for Conversion
1. Develop a version upgrade plan, taking into account the integrity of the management system, resource availability, and the reallocation of responsibilities and authorities;
2. Conduct a comparative analysis between the new and existing standards, revise the current management system documents in accordance with the requirements of the updated standards, develop effective control measures tailored to the organization's specific circumstances, and implement them;
3. Conduct training on the updated standards for internal auditors and relevant personnel;
4. Operate in compliance with the requirements of SY/T 6276-2025 for three months, and complete internal audits and management reviews according to this standard.
